--First of all Dosh is a condition of specific Yog - a combination of planets, their positions, their state etc. When it is bad for any thing in the life, it is called Dosh or Arisht (Baal Arisht).
--All Dosh are related to natal chart.
--In this relation, Saadhe Saatee is not considered as Dosh, because Saadhee Saatee is related to Gochar, and not to the natal chart.

Dosh means inauspicious in some ways. When some planets are in a --
certain position, or
have certain aspects; or
certain days, Tithi, Nakshatra, timings
then they create inauspicious periods are called DOSH - inauspicious.
Some have their remedies, some not.

One can find remedial measures suggested by sage Paraashar for various curses (Shaap) as well as blemishes (Dosh) in Brihat Paraashar Horaa Shaastra (BPHS) .
Parasara Smriti would be another good useful reference.
