Eclipse Upaaya - All Upaaya should be performed when the Sun is up (even if there are clouds), that is why during Solar Eclipse it is done while the Solar Eclipse is on, and during the Lunar Eclipse it is done the next day when the Sun is up, and not in the night while the Lunar Eclipse is going on. But where it is not seen (maybe because there is day time or from some other reason) it can be done during Lunar Eclipse time as the Sun is up in that area. Upaaya can be done even if the Eclipse is not visible in one's area.
